Designed by L.T. Noyes and completed in 1894, court sessions were held on the first floor, while the jail was located on the second floor.  After completion of a newer, adjacent Garden City Courthouse in 1910, the building was converted entirely into a jail.  The building remained active as a jail until 1980.
